“Devolution” / continuity-of-government theory, not the constitutional third-term scenarios.
The theory goes roughly like this:
Term 1: Trump’s public presidency, January 2017–January 2021.
Term 2: According to the theory, Trump anticipated that the 2020 election would be affected by foreign interference or fraud and, before leaving Washington, activated some kind of continuity-of-government/devolution plan. Under that theory, Biden became the public-facing president, but Trump and military commanders retained control over certain essential national-security functions behind the scenes. Some proponents describe the Biden years as a military or government operation designed to expose what they considered a corrupt system to the public. The original “Devolution” writings explicitly characterize this as a theory and say a COG plan may have been put in motion.
Term 3: Trump returns publicly to the White House after winning the 2024 election. So when believers in that theory hear “Term Three,” they interpret it as Trump hinting that 2021–2025 was effectively his second period of control, even though he was not publicly serving as president.
There are variations. One version says Trump remained the actual commander in chief throughout the Biden years. Another is narrower: Biden really occupied the presidency, but an emergency continuity structure supposedly prevented his administration from controlling certain military/national-security functions. A more elaborate version says the entire Biden presidency was deliberately allowed to play out as an operation so Americans could “see” what was happening.
