A map of new voter registrations in states that do not require documentary proof of citizenship shows the scale of the problem. According to the U.S. Election Assistance Commission’s 2024 Election Administration and Voting Survey (EAVS) Report, these states processed a cumulative 20,475,832 new valid registrations between the close of registration for the 2022 election and the close of registration for the 2024 election.

The numbers come from Voter Registration Table 3: Registration Transactions Processed on pages 192 and 193 of the report. That table lists total registration transactions, new valid registrations, updates to existing registrations, and pre-registrations for every state and territory. “New valid registrations” means applications that were accepted and added a new person to the rolls; it does not mean the EAC independently verified citizenship beyond whatever process the state used. The table does not identify which states require documentary proof of citizenship. The map visualization applies that filter, selecting the states that rely only on a signed attestation affirming U.S. citizenship under penalty of perjury under the National Voter Registration Act of 1993, with no requirement to submit a birth certificate, passport, or naturalization papers at the time of registration. The largest totals of new valid registrations from those states were California (approximately 4.3 million), Texas (approximately 2.9 million), North Carolina (approximately 1.4 million), Ohio (approximately 1.2 million), Illinois (approximately 980,000), and Pennsylvania (approximately 840,000).

Our voter lists are already full of the dead, people who have moved, duplicates, and inactive records. In the states that do not require documentary proof of citizenship, more than 20 million new registrations were processed between 2022 and 2024 based only on a signed statement. A person can submit a registration form claiming to be a citizen without showing a birth certificate, passport, or naturalization papers. Once that registration is accepted, the person is added to the rolls. If list maintenance does not catch and remove ineligible entries, that person can receive a ballot and vote. This is how the system allows ineligible voters to cast a ballot and one of the ways our elections are cheated.
