(WXYZ) — After months of debate, the city council has voted to allow the practice of animal sacrifice, for religious purposes, in Hamtramck.

The decision ultimately came down to a more than 30-year-old U.S. Supreme Court ruling that says cities cannot infringe on religious freedom under the first amendment.

Ritual slaughter involves cutting the throat without prior stunning in traditional halal practice, which can be visually brutal and distressing.

In traditional halal ritual slaughter, the animal is not stunned before its throat is cut. Stunning is the practice of rendering an animal unconscious (using electricity, a bolt gun, or gas) so it does not feel pain during the killing process. In strict traditional Islamic practice, stunning is avoided because the animal must be alive and conscious at the moment of slaughter for the meat to be considered halal by many scholars.

Hamtramck, Michigan explicitly allows this practice. In January 2023, the majority-Muslim city council passed an ordinance permitting residents to perform unstunned religious animal sacrifice on private residential property (backyards or garages) for religious purposes, such as Eid al-Adha. The city requires advance notification, that the slaughter be done out of public view, and proper disposal of remains — but it does not require prior stunning.

This means animals in Hamtramck are slaughtered while fully conscious, which many animal welfare groups consider inhumane. However, the practice is protected under U.S. religious freedom laws.
